db_updates, last magic numbers

db_updates moved into index.php

last magic numbers: polygon_users / shared_polygons updated to use
simple texts instead of numeric values:
1,2,3,4 access levels changed to: private,login,project,public
0,1,2,3 view options changed to: none,
only-select,only-upload,select-upload

The necessary database changes are in db_updates.php...
