fixes in upload from URL
windows-1252 characters in utf8 sheets (û, õ, ô) repleced in upload
process in the data cells if an Extra argument given:
c:windows-1252
It was a default option previously but caused extra load in the file
processing loop and caused out of memory error if the uploaded files was
very big (> 15000 rows)
