new option in upload interface: upload file from web url
It works if the file in the url has name and extension.
I put an example code to use google client api to direkt download files from google
drive, but the client credentials retrieve part is missing yet. I don't
wanna to write it yet...
Create new project code updated: the new tables owner chenged from
gisadmin to the new project admin.
