multiselect menu in upload table - plusrows

Dynamically added extra rows function updated to reinitialize sumoselect
menus.

I've detached the multiselect menus from the click position and put into
a fixed position above the work-column.

Display projection might be better if not 4326

It seems to more clear if this setting follows the layer's projection
settings instead of using the default 4326

default srid updated

It is much easier to keep 4326 in several function instead of dynmically
change everything...
