rel_function updates, missing search_path fixes

upload rel_functions did not updated properly after the last big
reorganisation of upload functions. Multi statatements returned with
false results. Fixed. Error messages also was wrong. Fixed.

system tables moved to system schema but sequences failed to work. It is
a postgres issue, but could be solved with giving explicit search
path...
