Grid view module finished!

This commit contains some small fixes which not related to grid view
module. Nevertheless, this module had significant effect on the main code.
I have modified the mapserver layers/query codes and sql as well.
I've added and modified admin functions.
I've imporved the openlayers JS call.
I've added translations.
