bug fixes, list background-images

In upload forms saving process, there were sume bugs. The api_params was an
invalid json, and multiplied if was empty.

Upload select list: backround image support added - This will be a
mobil-app feature: pictograms as select menu element for short list.

Select options - with this new feature is becoming too complicated,
therefor I will transform this postgres array to a JSON object
structure.
