"Soft error" option introduced beside error and warning messages in
uploading process
This new option let people to upload data which is e.g. out of minmax
range if soft_error option allowed for the target column.
The soft_error is a new boolen type column  in biomaps->project_forms_data table
There is no web interface to set soft_error for columns yet...

adding blue beckground in admin interface to columns which have related column checks
fixing an error related with joined tables uploading id:
obm_uploading_is should be exists in all tables which handled in
upload forms!!
fixing some variable name in year check
