[OBM Admin] important changes

Hi project admins,

I've uploaded some important changes to openbiomaps.org. These changes
related to the upload data status messages in file/web/api uploading
process.
The mobile app does not work with openbiomaps.org databases while these
changes not implemented in it. 

I've updated the R package according to these changes, please reinstall
it from github.
